DEDICATION

This constitution is dedicated to the sacred memory of Ac. Gagan, who self-immolated in 1976 on the outskirts of Dallas, Texas, USA, because he was unable to bear the tortures inflicted on his Reverend Gurudeva P. R. Sarkar, the propounder of PROUT.

The Constitution of the Girls Proutist Intellectuals’ Federation

 

1. Name of the Organisation

The name of the organisation shall be the GIRLS PROUTIST INTELLECTUALS’ FEDERATION (G.P.I.F.).

It was founded in Ranchi, Bihar, India, in January 1965.

2. Jurisdiction

Its jurisdiction shall be the whole world.

3. Office

The central office of G.P.I.F. shall be in Copenhagen or at such a place as the Central Board shall decide. The office of the lower level units, e.g., sectorial, national, etc., shall be at places decided by the respective Boards.

4. Flag

Triangular saffron flag with the swastika within a rising sun in the middle.

5. Definitions

(a) PROUT: stands for Progressive Utilisation Theory as propounded by P. R. Sarkar.

(b) PROUTISTS: are those who solemnly adhere to the ideals of PROUT.

(c) G.P.: means Girls Proutist.

(d) C.P.B.: means Central Proutist Board of G.P.

(e) C.F.S.G.P.: means Central Federation Secretary of G.P.

(f) C.B.G.P.I.F.: means Central Board of G.P.I.F.

(g) S.B.G.P.I.F.: means Sectorial Board of G.P.I.F.

(h) S.G.P.I.F.S.: means Sectorial G.P.I.F. Secretary.

(i) N.B.G.P.I.F.: means National Board of G.P.I.F.

6. Aims and Objectives

G.P.I.F. is a socio-economico-cultural organisation with the following aims and objectives:

(a) To unite and inspire all intellectuals for the progressive and constructive utilisation of their potentialities.

(b) To imbue moral and ideological idealism in the intellectuals.

(c) To create a new society and a balanced, decentralised and progressive economy based on the principles of PROUT.

(d) To create a socio-economic-political consciousness amongst the intellectuals of the entire world on the basis of PROUT.

(e) To wage a ceaseless and pactless war against all forms of exploitation, corruption and injustice in all fields and on all fronts to advance the cause of human progress.

(f) To encourage all intellectuals to work to ensure the maximum utilisation of all human potentialities amongst all members of society.

(g) To propagate Neo-Humanism and Neo-Ethics and to wage a ceaseless and pactless war against all forms of dogma.

(h) To provide the inspiration and impetus to generate intellectual revolution in society based on the ideals of PROUT.

(i) To preserve, protect and promote different historical monuments, manuscripts and branches of knowledge for the glory of humanity.

(j) To make the common people conscious of innovations and developments in the different fields of social life.

7. Means

To establish the above aims and objectives, G.P.I.F. shall:

(a) Conduct seminars, conferences, workshops, study circles, peoples’ day schools (PDS) and peoples’ night schools (PNS), etc., to propagate PROUT and educate intellectuals in the ideology of PROUT.

(b) Publish newsletters, magazines, journals, etc., to disseminate PROUT, and act as a forum for the discussion and analysis of PROUT.

(c) Establish centres for physical culture, mental elevation and spiritual emancipation so as to develop in intellectuals the moral and ideological inspiration to implement the ideals of PROUT.

(d) Establish PROUT Research Centres and PROUT Institutes which will promote the analysis and discussion of PROUT and formulate guidelines on how to apply PROUT to all areas of social life.

(e) Act as a constituted organisation of G.P. and materialise its aims and objectives in co-ordinated co-operation with other Proutistic organisations under the guidance of the C.F.S.

(f) Establish various unions and associations of intellectuals (e.g., doctors, lawyers, teachers, journalists’ associations, etc.) to fight for their interests and educate them in the ideals of PROUT.

(g) Guide and co-ordinate the activities of the affiliated organisations.

(h) Adopt any other judicious means to materialise its aims and objectives as may be deemed necessary by the C.P.B.

8. Membership

(a) Primary Members

Primary members shall be those intellectuals who fill in the G.P.I.F. Membership Form and pay the requisite membership fee. The amount of the annual membership fee will be decided by the different Sectorial Boards. The Primary Members shall enjoy all the assets, liabilities and facilities of G.P.I.F., except to elect office bearers or to be elected.

(b) Active Members

Active members shall be those who are designated as such by the Sectorial Board of G.P.I.F. and approved by the C.B.G.P.I.F. Active members will be selected on the following basis:

1. i) They should be well educated in PROUT and the programmes and policies of P.I.F.
2. ii) They should be moralists and shall not yield to immoral pressures.

iii) They should be ready to serve society through the medium of G.P.I.F. and always be prepared for any sacrifice to materialise the aims and objectives of G.P.I.F.

1. iv) They should believe in Neo-Humanism and abstain from all sorts of narrow isms.
2. v) They should have enrolled at least 15 Primary Members.

(c) All active members should be provided with a saffron card signed by the Sectorial Secretary of G.P.I.F. after getting prior approval of the Sectorial Federation Secretary of G.P.

9. Suspension of Membership

Primary or active members can be suspended if they:

(a) Violate the moral principles of the G.P.I.F.

(b) Act against the interests of the G.P.I.F.

(c) Misinterpret PROUT with malafide intentions.

If a member is suspended, his case shall be referred to or taken up by a committee appointed by the N.B.G.P.I.F. and approved by the S.B.G.P.I.F. The committee shall ask for an explanation from the concerned member and may disqualify him if he is found guilty. An appeal against the disqualification may be made to the C.B.G.P.I.F., whose decision will be final.

10. Structure

The G.P.I.F. shall consist of the following bodies:

(a) General Body
(b) Unit Board
(c) Block Board
(d) District Board
(e) State Board
(f) National Board
(g) Sectorial Board
(h) Central Board

The names of the Boards will be as per the system followed in the respective countries. The General Body shall consist of all the active members of the G.P.I.F.

11.  System of Forming Different Boards

a) Unit Board:
Active members of any Unit shall elect 3 members. 2 more members shall be nominated by the Block Board and approved by the District Board. These 5 members will constitute the Unit Board.

b) Block Board:
Active members of the Block will elect 5 members, and the District members, with the approval of the State Board, will nominate 2 more members. These 7 members will form the Block Board.

c) District Board:
Active members of all Districts shall elect 7 members. 4 more members will be nominated by the State Board and approved by the National Board. These 11 members will form the District Board.

d) State Board:
Active members of the State shall elect 9 members, and the National Board shall nominate 4 members with the approval of the Sectorial Board. These 13 members will form the State Board.

e) National Board:
The National Board of G.P.I.F. shall be formed with 17 members, out of which 10 will be elected from the active members of the National General Body. The remaining 7 members shall be nominated by the Sectorial Board after getting approval of the B.G.P.I.F.

f) Sectorial Board:
It shall consist of 25 members, out of which 14 members shall be elected from the concerned National General Body in proportion to the number of active members in the particular countries. The remaining 11 members shall be nominated by the B.G.P.I.F. after having prior approval of the C.F.S.G.P.

(g) Central Board:
The Central Board shall consist of 35 members, out of which 19 shall be elected by the Sectors in proportion to the number of active members in the particular Sector. The remaining 16 members shall be nominated by the out-going C.B.G.P.I.F. after having prior approval of the C.F.S. in consultation with the C.P.B.G.P.

12 Election of Office Bearers:

(a) The Central Federation Secretary of G.P. shall be the ex-officio Chairman of the C.B.G.P.I.F. and shall nominate the Secretary of the C.B.G.P.I.F., who shall be a dedicated whole-time worker of the G.P.I.F. The Secretary shall nominate the other office bearers of the Board from amongst its members and get them approved by the Chairman of the C.B.G.P.I.F.

(b) The Sectorial Federation Secretary of P.U. will be the ex-officio Chairman of the S.B.G.P.I.F. and shall nominate the Secretary for the S.B.G.P.I.F. The Secretary shall nominate other office bearers of the Board from among its members and get them approved by the C.B.G.P.I.F.

(c) The Area Federation Secretary of G.P. shall be the ex-officio Chairman of all National Boards in his Area. He shall nominate Secretaries of the respective National Boards, who in turn shall nominate other office bearers of their Board from amongst their members and get them approved by the S.B.G.P.I.F.

In case the Area Federation Secretary finds it difficult to attend the meetings of several National Boards, he shall nominate a Vice-Chairman in consultation with the concerned National Board to act on behalf of the Chairman.

In cases where a country covers several Areas, the nomination of the Chairman shall be done by the Sectorial Federation Secretary in consultation with the C.F.S.P.U.

(d) The Provincial Federation Secretary of G.P. shall be the ex-officio Chairman of the State Boards and shall nominate the Secretary of the State Board. The Secretary shall nominate the other office bearers of the Board from amongst its members and get them approved by the National Boards.

(e) The Diocese Federation Secretary of G.P. shall be the ex-officio Chairman of the District Board G.P.I.F. and shall nominate the Secretary of the District Board. The Sec-

(f) The Dit. Federation Secretary of G.P. shall be the ex-officio Chairman of the Block Board G.P.I.F. and shall nominate the Secretary of the Block Board, who will in turn nominate the other office bearers of the Block Board and get them approved by the State Board.

(g) The Block Federation Secretary of G.P. shall nominate Secretaries for different Units in his jurisdiction after consultation with the Panchayet Federation Secretaries of G.P. and get them approved by the State Chairman. The concerning Secretary shall form a Unit Board from amongst the members and get it approved by the District Board.

14. Tenure

The tenure of a particular level Board shall be of two years only.

15. Ad-hoc Boards 

In the absence of a regular body at any level, either because the same has not been formed or has been suspended, the National Board can appoint an Ad-hoc Board in its jurisdiction with the due approval of the Sectorial Board. In case the National Board does not exist, the Sectorial Board shall appoint an Ad-hoc National Board.

16. Executive Matters:

In all executive matters, the Central Board of G.P.I.F. shall be the final authority. The Global Secretary of G.P.I.F. shall be responsible for materialising the aims and objectives and programmes of G.P.I.F. and shall be answerable to the Central Federation Secretary of G.P.

17. Requisition Meetings:

Requisition meetings at any level can be summoned if demanded by 2/3 of the members of the respective Boards.

18. Membership Fees:

Membership fees shall be decided by the Sectorial Board in consultation with the Central Board.

19. Allocation of Funds:

The funds of the Federation shall consist of membership fees, donations, profits from publication of journals and books, etc., or any source decided upon by the Central Board from time to time. The funds shall be deposited in a bank account in the name of the Federation and operated by those authorised or approved by the Sectorial Board or Central Board.

(a) 40% of the membership fees will go to the Centre and the remaining 60% will be allocated according to the following percentages:

1. i) Sector — 20%
   ii) Area — 15%
   iii) National — 10%
   iv) State — 5%
   v) Diocese — 5%
   vi) Block — 5%

(b) Annual subscription shall be distributed according to the following percentages:

1. i) Central — 5%
   ii) Sectorial — 10%
   iii) National — 15%
   iv) State — 10%
   v) District — 10%
   vi) Block — 5%
   vii) Unit — 45%

(c) Boards Registration Fees up to the District Board will come to the Centre and the rest will go to the Sector.

20. Amendments

Any amendment to the constitution shall be adopted by a 2/3 majority of the members of the Central Board in a regular or requisition meeting, and it should be confirmed by the majority of the Sectorial Boards.

 (b) Annual subscription shall be distributed according to the following percentages: i) Central – 5% ii) Sectorial – 10% . iii) National – 15% iv) State – 10% v) District – 10% vi) Block – 5% vii) Unit – 45% (c) Boards Registration Fees upto the District Board will corne to the Centre and the rest will go to the Sector. 20.
